The purpose of the PA GOAL program is to award a series of grants to encourage and support faculty and academic staff in creating, adapting, and adopting Open Educational Resources (OER) and other zero-cost materials for classroom use in Pennsylvania institutions of postsecondary and higher education. Funded by the Governor’s Emergency Education Relief Fund (GEER) and administered by Pennsylvania Academic Library Consortium, Inc. (PALCI), the program aims to support a wide range of open and zero-cost initiatives at a diverse range of institutions across Pennsylvania.

Since its support for open educational resources (OER) began in 2002, [the Hewlett Foundation's] goal has always been to equalize access to knowledge by making high quality educational materials and opportunities more broadly available.

First organized in 2017, Affordable Learning Pennsylvania (ALPA) is a community of practice for academic libraries and higher education partners to advance textbook affordability for our students through education, collaboration, and advocacy at the state level to support open education in Pennsylvania. ALPA leads programs that create awareness, build expertise for community-led OER initiatives, and promote best practices and collaboration throughout the community.

The Adaptation Guide is a practical reference about how to customize — or adapt — an open textbook so that it better fits your needs in the classroom and elsewhere. This guide defines the term adaptation and discusses reasons for revising a book, why this is possible with an open textbook, and the challenges involved.

This guide is for faculty authors, librarians, project managers and others who are involved in the production of open textbooks in higher education and K-12. Content includes a checklist for getting started, publishing program case studies, textbook organization and elements, writing resources and an overview of useful tools.

The goal of the Accessibility Toolkit - 2nd Edition is to provide resources for each content creator, instructional designer, educational technologist, librarian, administrator, and teaching assistant to create a truly open textbook—one that is free and accessible for all students. The California State University and MERLOT, with consultation from OCWC, has developed and deployed a user-friendly framework of accessible technology descriptions and easy-to –use method to add comments and evaluations concerning the accessibility of MERLOT resources. MERLOT's open educational services enable the accessibility community, which has the appropriate expertise, to share their accessibility evaluations of MERLOT resources, enabling the world's community of teachers, learners, and support communities to benefit.

This resource provides a description of the Voluntary Product Accessibility Template (VPAT) and its major components. A VPAT is a document prepared by vendors that describes the extent to which a particular product is accessible. The relevance of VPATs for postsecondary institutions is discussed and why it is important for postsecondary institutions to verify that each VPAT is up to date and provides an accurate description of its product's accessibility. Resources are also provided.
